This Working Paper n°1 is as a result of the Regional Inter-Ministerial Committee’s (RIMC) request to the LMRC to undertake a review of peace initiatives since the beginning of the crisis in the DRC. The main objective of the assessment was to present a summary of the main agreements and commitments made by the protagonists of the Congolese conflict to end and strengthen peace and security in the DRC as well as across the Great Lakes Region.

The report focuses on the five main areas: a review of the main agreements signed since 1999 to the end of the political transition in December 2006; an analysis of the post transition; from the successful election to the current crisis in the two provinces of Kivu; a summary of lessons learnt with a focus on best practices, gaps and challenges to be dealt with; policy options for strengthening the ICGLR and other key stakeholders’ initiatives to peace and state building in the DR Congo and; Perspective on the added value of the Addis-Ababa Framework for Peace, Security and Cooperation for the DRC and the Region.
