Brazzaville, 16th October, 2017: The Regional Inter-Ministerial Committee (RIMC comprising Ministers of Foreign Affairs of the International Conference on the Great Lakes Region ICGLR met in Brazzaville, Republic of Congo on 15th to 16th October, 2017 under the chairmanship of H H.E. Jean Claude Gakosso, Minister of Foreign Affairs of the Republic of Congo, preceding the Summit of the ICGLR Heads of State and Government to take place on 19th October, themed “Fast-Tracking the Implementation of the Pact to Ensure Stability and Development in the Great Lakes Region”.

The meeting of the Ministers was preceded by meeting of Chiefs of Intelligence and Security Services, Chiefs of Defence Forces/Staff, National Coordinators and the Committee of Ministers of Defence all held in Brazzaville, Republic of Congo.

In his opening statement, H.E. Clement Mouamba, Prime Minister of the Republic of Congo, enumerated challenges faced the region and appreciated the work done so far in the implementation of the Pact to ensure peace prosperity and development in the Great lakes region. He expressed his gratitude to the Executive Secretary and his team for the dedication and commitment exhibited in the organization of the meetings so far. He congratulated the Republic of Angola for her successful tenure chairing the ICGLR, and pledged the sincere commitment of the Republic of Congo to steer the ICGLR in the next two years in its resolve to sustain regional security, stability and development.

In his Welcome statement, the incoming Chair of the RIMC H.E. Jean Claude Gakosso, welcomed his colleagues to Brazzaville and wished them a safe stay. He noted the importance of the meeting as the first following the ascension of the Republic of Congo to the chairmanship of the ICGLR. He expressed gratitude to the Republic of Angola for her successful tenure as the Chair of the ICGLR, and reiterated the keenness of the Republic of Congo to do the utmost during her chairmanship to advance the agenda of peace and stability as outlined in the ICGLR Pact. He appealed for collective intelligence and cooperation as Republic of Congo takes over the Chairmanship of the ICGLR

H.E Manuel Domingos Augusto, the Minister of External Relations of the Republic of Angola, and the outgoing Chair of RIMC, expressed appreciation to the Republic of Congo for hosting the meeting, and congratulated it for assuming the Chairmanship. He outlined the serious challenges that some Member States continue to face in the realm of security and stability, and stressed the importance of sustaining the collective efforts of the region in resolving them. He highlighted Republic of Angola’s achievements and constraints encountered during their tenure as the Chair of the ICGLR. He urged the ICGLR to project itself as an organization implementing projects for economic sustainability which shall enable the region to solve security and economic challenges. He pledged Republic of Angola’s continued commitment to the implementation of the Pact and advancing the ICGLR objectives of cementing peace, stability and development in the region. He called upon the RIMC to keep supporting the Conference Secretariat to enable it coordinate the implementation of the Pact.

On his part Amb. Zachary Muburi-Muita, the Executive Secretary of the ICGLR, reiterated the commitment of the ICGLR Secretariat and all of its organs to assisting the new Chair in advancing the objectives of consolidating peace and security in the region. He called for the reconstitution of the Troika to help resolution of emerging security challenges between the Summit. He further expressed appreciation to the outgoing Chair, the Republic of Angola, for a successful and eventful tenure leading the ICGLR.

The opening session was also addressed by Amb. Saidi Djinnit, Special Envoy of the UN Secretary General to the Great Lakes region. He highlighted that the UN special envoy has worked together with the ICGLR in resolving security and political challenges facing the DRC and the region.
