Brazzaville, Republic of Congo, 9th October, 2017: The Regional Coordination Committee (RCC) of the Chiefs of Intelligence and Security Services of the Member States of the International Conference on the Great Lakes Region (ICGLR) met today 9th October, 2017 in Brazzaville, Republic of Congo to consider the report of the experts on assessment of security situation in the Great Lakes Region.

The meeting of Chiefs of Intelligence precedes the meeting of Chiefs of Defence Staff/Forces on 10th October; the meeting of the Committee of Ministers of Defence on 11th October and the meeting of the ICGLR National Coordination Mechanism on 13th to 14th October. The Regional Inter-Ministerial Committee (RIMC) meeting comprising Ministers of Foreign Affairs will meet on 15th to 16th October to prepare the agenda for the Summit of the Heads of State and Government which will take place on 19th October, themed “Fast-Tracking the Implementation of the Pact to Ensure Stability and Development in the Great Lakes Region”.

During the opening ceremony, the Guest of Honour, H.E. Raymond Zepherini Mboulou, Minister of Interior and Decentralization reminded the Chiefs of Intelligence and Security Services that the security challenges in some of the ICGLR Member States disrupt the development trajectories of their countries and called for reliable and actionable intelligence to bring about security in the Member States and the region.

On his part the Deputy Executive Secretary Ambassador Vincente Muanda, highlighted the security challenges facing the region, including but not limited to acts of terrorism, negative forces and insecurity. He noted the ongoing security and political challenges in some Member States, particularly in the eastern DRC, CAR, South Sudan, Burundi, and Sudan, and appealed to the distinguished Chiefs of Intelligence and Security Services to reflect on them and make recommendations to the Ministers of Defence. He congratulated the Republic of Sudan on the lifting of sanctions by the United States, noting that the ICGLR has consistently called for their lifting because of their negative impact on the people of Sudan.

The RCC Chairperson and Administrator General of National Intelligence Agency (ANR) of the Democratic Republic of Congo Mr. Kalev Mutondo, noted that threats facing the region are fomented by external actors that work to instigate internal conflict, and it is therefore important that these threats are sufficiently analyzed and collectively addressed.

On his part, the Director General of the Republic of Congo Territory Surveillance Gen. Philippe Obara, called for collaborative action by all Member States to address the challenges and threats facing the region which hinders its path to development.

During the Summit, the Republic of Congo will take over the ICGLR Chairmanship from the Republic of Angola. The ICGLR Troika is also expected to be reactivated.
